When the film was shot in 2006, Montenegro did not have the financial resources to follow-up the shooting of the scene of this high-budget film. As confirmed by director Martin Campbell, the scene was not filmed in Montenegro but was eventually filmed in the Czech Republic.

Movie: Casino Royale\n\n The cinematography alone leaves no questions as to why Montenegro is where James Bond filmed. However, the catch is that none of the movie was actually filmed on location in Montenegro. There certainly are no bullet trains pummeling through the mountains of Southeastern Europe.
